When marijuana is legalized the federal government will be responsible for licensing manufacturers and growers
The provinces and territories will be responsible for overseeing distribution and the retail market.
The federal government will collect an excise tax – like the taxes on alcohol and tobacco.
The provinces and territories want part of that tax to cover increased social costs associated with marijuana.
Today the federal government agreed to give 75 per cent of the excise tax to the provinces and territories – with a 0 million cap on the federal share. That’s up from the 50 / 50 split originally proposed.
